Japan Seeks to Rein In a Solar Juggernaut

Clashing energy interests on the Japanese island of Kyushu have prompted Japan’s government to clamp down on solar power development nationwide. While the government calls it a necessary revision to assure grid stability amidst rapidly rising levels of intermittent solar energy, critics see a pro-nuclear agenda at work—one that could stunt Japan’s renewable energy potential.

Solar development in Japan has exploded since the Fukushima nuclear disaster of 2011. Thanks to an attractive feed-in tariff (FIT) program that guarantees premium rates for renewable power generation pushed through in the disaster’s aftermath, developers have since installed over 10 gigawatts of solar capacity. The solar surge marks a return to glory for the country that once dominated the global PV industry.

But Japan’s solar revival has occurred under a cloud. The pro-nuclear Liberal Democratic Party regained power in late 2012, intent on restarting idled nuclear reactors that once generated nearly one-third of Japan’s electricity. Nuclear Shutdowns Put Belgians and Britons on Blackout Alert

A bad year for nuclear power producers has Belgians and Britons shivering more vigorously as summer heat fades into fall. Multiple reactor shutdowns in both countries have heightened concern about the security of power supplies when demand spikes this winter.

Floating Wind Turbines Headed for Offshore Farms

Promising results from five test platforms operating worldwide—including three in Japan—are turning into project plans for a first generation of floating wind farms. Industry analyst Annette Bossler, who runs Bremen, Maine-based Main(e) International Consulting, predicts that the number of test platforms will nearly double over the next two years and that commercialization is within site. “By 2018-2019 you will start to see the first really large-scale commercial use of floating platforms,” predicts Bossler.

Putting wind turbines on offshore platforms akin to those developed for the petroleum industry provides a means of exploiting high-quality offshore winds—which are stronger and more consistent than onshore winds—in waters too deep for today’s bottom-fixed foundations. Electrical Upgrade Prescribed for Japan’s Crimped Grid

An advisory body for Japan’s powerful Ministry of Economy, Trade and Industry (METI) has endorsed a tripling of the capacity to pass power between Japan’s otherwise estranged AC power grids: the 50-hertz AC grid that serves Tokyo and northeastern Japan, and the 60-hertz grid that serves western Japan. This frequency divide hascomplicated efforts to keep Japan powered since the March 2011 earthquake and tsunami — a task that keeps getting harder with the inexorable decline in nuclear power generation (at present just one of Japan’s 54 reactors is operating).
