Will Shuttering Coal Plants Really Threaten the Grid?

Does President Obama’s plan to squelch carbon emissions from coal-fired power plants really threaten the stability of the grid? That politically-charged question is scheduled for a high-profile airing today at a meeting in Washington to be telecast live starting at 9 am ET from the Federal Energy Regulatory Commission (FERC).

Such “technical meetings” at FERC are usually pretty dry affairs. But this one could be unusually colorful, presenting starkly conflicting views of lower-carbon living, judging from written remarks submitted by panelists.

On one side are some state officials opposed to the EPA Clean Power Plan, which aims to cut U.S. power sector emissions 30 percent by 2030 from 2005 levels. Susan Bitter Smith, Arizona’s top public utilities regulator, argues that EPA’s plan is “seriously jeopardizing grid reliability.” Complying with it would, she writes, cause “irreparable disruption” to Arizona’s (coal-dependent) power system.

Environmental advocates and renewable energy interests will be hitting back, challenging the credibility of worrisome grid studies wielded by Bitter Smith and other EPA critics. Some come from organizations that are supposed to be neutral arbiters of grid operation, such as the standards-setting North American Electric Reliability Corporation (NERC). Clean energy advocates see evidence of bias and fear-mongering in these studies, and they are asking FERC to step in to assure the transparency and neutrality of future analyses. German Parliament OKs Bold HVDC Grid Upgrade

Germany’s bold transmission plan is a go. The Bundesrat, Germany’s senate, has accepted the plan’s enabling legislation forwarded to it by the Bundestag (Germany’s parliament), according to the authoritative German Energy Blog. There is every reason to expect that the plan’s core element — four high-voltage direct current or HVDC transmission lines profiled by Spectrum last month — will get built.

That is good news for Germany’s grid and those of its neighbors. All are straining to manage powerful and variable flows from the wind turbines and solar panels that provided 12 percent of Germany’s power generation last year.

Elements of both the HVDC system design and the legislation should ease construction of the HVDC systems. On the design side, Germany’s transmission system operators have specified advanced converters whose ability to arrest and clear DC line faults will reduce the risk of running overhead lines. This means the HVDC lines can use existing rights-of-way used by AC lines. In fact, they can be hung from the same towers. The enabling legislation, meanwhile, will simplify line permitting by making a federal court in Leipzig the only forum for legal disputes concerning the projects. Separate legislation passed by the Bundesrat and Bundestag makes  Germany’s federal networks regulator, the Bundesnetzagentur or BNetzA, the sole permitting authority for power lines that cross Germany’s state or national borders. These measures — for better or worse — cut out state-level officials that face greater pressure from local project opponents and may be more sympathetic to their concerns.

Add it all up and Germany is en route to become the first country with HVDC lines playing a critical role at the core of their power grid. It is arguably the first real challenge to AC’s century-plus reign as the top dog in power transmission since DC-advocate Thomas Edison lost the War of Currents. Tesla and Westinghouse may just be rolling over.

Notorious Grid Bottleneck Spawns Western Blackout

The blackout that squelched power flows to nearly 5 million residents of Arizona, California and northern Mexico last night and shut down California’s San Onofre nuclear power plant may be the latest sign of strain in an outdated U.S. power grid. The incident began during maintenance at a substation in Yuma, Arizona that lies at the center of a sclerotic section of the grid between Phoenix and Tucson—one long recognized as critically congested and thus at heightened risk of failure. FERC Boss Dubs the Plug-in a ‘Cashback’ Hybrid

nrel-prius-plug-in-hybrid-demo-vehicleThe head of the Federal Energy Regulatory Commission (FERC) predicts that plug-in hybrid vehicles will provide immense benefit to power grid operators — enough for utilities to provide kickbacks to their customers, paying down the extra cost of a plug-in in as little as three years. Jon Wellinghoff, FERC’s acting chairman, made that comment at a Las Vegas trade show last week according to coverage by the Las Vegas Review-Journal (which I picked up on thanks to the keen newswatching eyes of specialty publication EV World).

Wellinghoff’s comments refer to plug-in hybrids equipped with the smarts to communicate with the power grid, which he termed the “Cashback Hybrid” according to the Review-Journal article:

When the Cashback is plugged in, motorists can allow the utility to vary the speed at which the battery recharges so that the utility can more closely match supply and demand for power on the electric grid…In return, the car owner could obtain cash back or a credit from the utility that makes the electricity free, he said.

Solar PoweRING the Mediterranean

Areva's Bir Osta Milad substation in Libya copycreditpeterfairley2008Engineers working in the teeming cities and lonely deserts of North Africa are creating the last links in a power grid that will ring the Mediterranean Sea. Sharing electricity over this ‘Mediterranean Ring’ could secure Europe’s power supply with clean renewable energy, accelerating North Africa’s development and knitting together two worlds that seem to be racing apart — those of Muslim North Africa and an increasingly xenophobic Europe.

We make the case for all this unabashed optimism in Closing the Circuit – a feature story in this month’s issue of Spectrum. Closing the Circuit is the product of two years of on-again, off-again research that came to fruition with on-site reporting in Libya and Morocco this summer.

The timing is fortuitious: North African countries – in many ways among the most progressive in the Muslim world – face a rising threat of Islamic fundamentalism, including increasingly deadly attacks by Al Qaeda-aligned militants. Economic development and democratization are the best hope for a North African renaissance. At the same time Europe’s growing dependence on Russian oil and gas and desire to slash carbon emissions has intensified interest in North Africa’s energy resources.

The scale of the potential exchange is immense: Analyses by the German government estimate that solar power generated in scorching North Africa could meet Germany’s entire electricity demand. No wonder then that the Union for the Mediterranean launched by French president Nicolas Sarkozy this summer to spur cooperation between Europe and North Africa is fleshing out a “Mediterranean solar plan” as one of its first actions.

The geopolitical and social import could be bigger. Consider what Dominique Maillard, President of French grid operator Réseau de Transport de l’Electricité, said when asked last month what the Mediterranean Ring represents during an interview last month for the European Energy Review. Maillard began his response by noting that the electrical interconnections between the European countries got started in 1951 – well before the signing of the Treaty or Paris, which created a European coal and steel market, and before the Treaty of Rome in 1957. “At the dawn of Europe, energy – and even electrical energy – had therefore already preceded politics,” says Maillard.

The implication by extension is clear: Electrical interconnection can be the forerunner for peaceful codevelopment among the countries of the Mediterranean, even including Israel. Call it informed optimism.

Negative Prices for Clean Power

How do you know that congestion on high-voltage transmission grids is stranding valuable renewable energy? When the price of electricity goes negative. American Wind Energy Association electricity industry analyst Michael Goggin delivers a snapshot of the phenomenon in a recent column for Renewable Energy World.

Goggin points to data from the Electricity Reliability Council of Texas or ERCOT, the state’s grid operator, showing an increasing incidence of generators paying buyers to take their power. According to Goggin, such conditions track the explosive installation of wind farms in West Texas — and are very bad news for their operators.

Prices fell below US -$30/MWh (megawatt-hour) on 63% of days during the first half of 2008, compared to 10% for the same period in 2007 and 5% in 2006. If prices fall far enough below zero that the cost for a wind plant to continue operating is higher than the value of the US $20/MWh federal renewable electricity production tax credit plus the value of other state incentives, wind plant operators will typically curtail the output of their plants.

Worse still, consumers in adjacent areas are paying top dollar for power because the transmission lines between them and the excess wind power are overloaded.

Texas is running into trouble because it pushed wind power harder and faster than other states, but it is also leading the way to address what is really a nationwide problem. This summer the Public Utility Commission of Texas approved a scheme called the Competitive Renewable Energy Zone (CREZ) process to incentivize construction of new transmission lines to evacuate stranded wind power. Earlier this month a consortium of major utilities including MidAmerican and AEP announced their intention to do so.
